I have learned to make it myself. You only need plain food grade gelatin (or photo-grade if you can get it) Silver nitrate, and(I think) potassium bromide. I've been very pleased with the results.

If you don't want to make it yourself, in Germany there is a company called Fotoimpex who will ship it. They make my favorite Liquid Emulsion, called Adox Adolux.
